During yesterday's PWTorch Livecast, Brian Hoops and I discussed the interesting move by WWE promoting their "Over the Limit" PPV completely around Edge vs. Randy Orton right now.

WWE also has their signature star, John Cena, facing Batista in a WWE Title match on the PPV, yet everything promotional-wise is revolving around Edge vs. Orton.

We'll see if WWE continues to focus primarily on Edge vs. Orton before the PPV on May 23, but if the promotion holds to form, it's a very smart move. WWE needs to be promoting a fresh, marquee match every month on PPV.

The audience has seen John Cena vs. Batista in a featured main event for two straight PPVs. It wasn't the main event on WrestleMania, but it was heavily promoted on Raw leading to WrestleMania along with Shawn Michaels vs. The Undertaker, then Batista-Cena was the actual main event at Extreme Rules.

The Cena vs. Batista match-up is watered-down as a PPV attraction. WWE could add a retirement stipulation or a cage match or a 60-minute "Over the Limit" Iron Man match. It doesn't matter. WWE needs a fresh match-up on top for the audience to feel like they are getting their money's worth at $44.99 (plus taxes).

During our discussion on the Livecast breaking down WWE's PPV business reported in their first quarter financials, we talked about WWE needing to take a UFC approach by rotating top stars in the PPV headline matches. Former WWE star Brock Lesnar isn't going to headline four straight PPVs before facing Shane Carwin in July. Otherwise, that fight would be watered-down.

The key to WWE's PPV business going forward is having a batch of top stars they can rotate into those headline matches the entire PPV is built around. WWE is taking the right step with Randy Orton vs. Edge this month. It's a fresh match-up, especially after Orton was on the undercard at WrestleMania, and it has potential to be a strong attraction with Orton red-hot as a babyface right now.

The key for WWE rebuilding their PPV business is not re-branding the PPVs or new concepts with fancy titles or gimmick match PPVs. The key is getting new stars in headline matches in unique situations that people want to see. If the same stars are on top every single month, month after month, it waters down the drawing power of a top star like John Cena.

Jack Swagger being inserted into the main event picture on Smackdown is another step in the right direction. Swagger vs. Show is an intriguing match-up that could help sell Over the Limit if the build-up is done right.

Next month, WWE has the Fatal Four-Way PPV where they have an opportunity to fill eight slots with some new stars on top. WWE had the same opportunity last year following the Draft, but opted to go with the same stars in the same top slots instead of new blood like MVP after he was drafted over to Raw.

The promotion around Orton vs. Edge for Over the Limit is a good sign going forward. We'll see whether WWE continues to rotate top stars into the headline matches the rest of the year or settles into the bad habits of the same stars headlining each month's PPV, watering down the drawing power of their top stars.
